Job Purpose
To provide specialist system engineering knowledge and subject matter expertiseon defining, reviewing, validating and verifying requirements and compliance at every stage of the project life cycle, for CNS/ATM systems being procured and implemented as independent projects or as part ofcomplex CNS/ATM programmes.
Duties, Responsibilities and Accountabilities
- Provide subject matter expertisefor the preparation of feasibility studies, preliminary design documents, business cases, statement of works(SOW) and technical specifications for the CNS/ATM projects and programmes.
- Provide subject matter expertise for the Technical Evaluation of proposals received from Suppliers/bidders for the CNS/ATM projects and programmes.
- Prepare and deliver project documentation and technical presentations as required by the PM, to stakeholders and discuss/answer clarifications, leading the technical team for successful project implementation.
- Review submittals related to the Project/work package/systems, including but not limited to System Design Documents (SDDs), Design/Shop Drawings, Interface Schematics/ICDs, method statements, inspection test plans, VCRM and material submittals and provide feedback and recommendation for approval.
- Provide subject matter expertise into the Preliminary, Interim and Critical Design Reviews of the CNS/ATM projects and programmes to achieve timely approvals and milestones.
- Manage the technical deliverables of the project as per contractual conditions, in coordination with contractors and other technical/operations SMEs.
- Participate in project activities to ensure adherence to plan, identify risks and put mitigation plans in place.
- Develop, implement and maintain a process for the Validation and Verification of requirements to ensure deliverables are successfully implemented in compliance with the contract’s technical/functional specifications.
- Identify and manage design/technical elements and associated risks by issuing Technical Query exchanges and/or MoM with project stakeholders for agreement.
- Provide subject matter expertise to all assigned inspection/verification/acceptance activities on the project, including but not limited to the Factory Acceptance Testing (FAT), Installation Acceptance Testing (IAT) and Site Acceptance Testing (SAT).
- Co-ordinate and arrange technical, maintenance and operational trainings, ORDs and OVs.
- Prepare documentation for technical handover / technical transfer and operational handover of systems/sub-systems to the end user(s).
- Review and Validate As-built / Project Closeout documentation, including but not limited to as-built/record drawings, wiring/jumper/connectivity schedules, operational and maintenance manuals, Installed & Spares equipment Inventory and software installation packages and licenses.
- Undertake and execute any other project related tasks assigned by management.
